Border guard arrested on cocaine charges
MONTREAL -- The arrest of a Canadian border guard on chargesrelated to cocaine trafficking has raised questions about the CanadaBorder Services Agency's ability to prevent corruption within itsranks, the RCMP said Thursday. James Munro, 26, of Hemmingford,Que., had worked as a customs officer at the Lacolle bordercrossing, south of Montreal, for close to five years. He wasarrested Sunday on charges relating to corruption and drugtrafficking following a year-long investigation into a conspiracy toimport between 300 and 500 kilograms of Colombian cocaine intoCanada through the U.S. Six other people from Quebec and NewBrunswick, none of whom are customs officers, have been charged withdrug trafficking, conspiracy and gangsterism.

Canada promotes soldier who failed in Somalia
OTTAWA -- Canada's military has promoted to general thesoldier who led the ill-fated Somalia mission, and who wassubsequently found to have failed as a commander. The military didnot publicize the July 2 promotion of Col. Serge Labbe tobrigadier-general, retroactive to 2000. Dan Dugas, spokesman forDefence Minister Peter MacKay, said the minister signed off on thepromotion based on the recommendation of Gen. Rick Hillier, whorecently retired as chief of the defence staff. Hillier and Labbeworked together in Kabul in 2004, and the colonel has been a keyplayer at NATO and in the Afghanistan mission. Labbe was considereda rising star when he was selected to lead the 1992-1993 mission toSomalia. During that deployment Canadian paratroopers tortured todeath 16-year-old Somali Shidane Arone.
