Board Chairman Bill Carroll said the Port has contracted with the law firm Spengler Nathanson to conduct an independent investigation into an alleged affair between Hartung and a lobbyist who received money from the Port Authority.

Port's investigation into Hartung should be completed next week
Toledo-Lucas County Port Authority board members met in executive session for 90 minutes on Thursday morning but revealed little of their discussion other than that James Hartung, the port's executive director, has not resigned.The meeting was about an investigation that has been launched into lobbying expenses and publicized allegations of an extramarital affair involving Mr. Hartung. He was not in the meeting, but afterwards, William Carroll, the president of the board, said, "Mr. Hartung is still the president of the Port Authority."Mr. Carroll confirmed that attorneys from the Toledo law firm Spengler Nathanson are conducting the port's investigation and its results will be revealed at a special meeting to be held next Thursday.He also said that an investigation launched this week by the city of Toledo is "redundant."Adam Loukx, acting law director for the city, said in a written statement earlier this week that the city "must conduct its own fact-gathering of port activities to ensure that the truth is not hidden, avoided, distorted or clouded." The decision follows Toledo Mayor Carty Finkbeiner's demand last week for an independent investigation of Mr. Hartung and alleged problems at the port.Mr. Finkbeiner on July 11 went public with an accusation he had heard from "recognized persons in our community" that Mr. Hartung had an extramarital affair with Kathy Teigland, a former administrative aide to U.S. Sen. Mike DeWine (R., Ohio) who had been hired to serve as a lobbyist for a consortium of Lucas County governments, colleges, and economic development agencies. The port and the city slapped each other on Friday and Monday with dueling public-records requests but Mr. Carroll said Thursday morning that documents have not exchanged hands.
