Trinity project's costs expected to grow
By MAX B. BAKER FORT WORTH — Price tag for the Sweet Shop candy factory: $4.2 million.Buying out Kenny’s Kustom Kards, a wholesale business card firm: $1.7 million.The cost of buying the rest of the land needed for the Trinity Uptown project: climbing.Starting this summer real estate brokers and local officials expect property prices to go up as buildings come down and dirt begins to fly for the Trinity Uptown project.Fueled partly by land speculation created by construction of the project itself, other market forces contributing to escalating prices are a growing population, drilling in the Barnett Shale and the shrinking inventory of land available near downtown. So far, the Tarrant Regional Water District, the local agency in charge of buying land for the $576 million flood-control and economic development project, has paid about $6.4 million for four parcels — or about 8 acres. District officials say they don’t know how much acreage the project will eventually need.And while the $6.4 million is more than twice what the Tarrant Appraisal District established as fair-market value for the land, real estate brokers and others knowledgeable about these types of land transactions say the water district is not overpaying for the property."I haven’t seen the city ripping anybody off. I don’t think they are underpaying anyone," said Rodger Chieffalo, a real estate broker who negotiated the Sweet Shop sale. "But they are buying in a market that is growing rapidly."The run-up in prices is similar to what happened when the Dallas Cowboys decided to build a new stadium. The city of Arlington originally expected to pay about $50 million for 200 acres. But as parcels were added and then excluded from the footprint, cost estimates rose to $70 million and eventually to $100 million."As they started reaching out buying for parking lots and other things, you could see that people were willing to pay more and more on speculation," said John Marshall, TAD chief appraiser. "There was no way that our values would equal what a developer would pay." James Toal of Gideon Toal, the chief urban planner for Trinity Uptown, said the project’s sponsors face a Catch-22: The project creates interest in an area that has long been neglected, but that boost ultimately leads to much higher land prices."If not for this project, the vast number of these properties would have remained in their current, deteriorating condition, which has been the trend for at least 30 years," Toal said. "The project is going to add value." Randle Harwood, Trinity River Vision director for the city of Fort Worth, said it is a good news, bad news scenario."The good news is that we have a good economy where land prices are going up," Harwood said. "The bad news is that we have to buy property in that environment."Behind the eight ballOffers for land are flowing in and out of the water district offices.Jonathan Arreola, a partner at Mirage Motors at 801. N. Henderson St., said they’ve been offered $400,000 for their 1-acre lot. The TAD appraisal for their land is $256,000, but Arreola says they are still hoping that they can get more."We don’t think the offer is fair at all," Arreola said. "We just feel that they are trying to take advantage of the situation," he said.Besides the four parcels already purchased by the water district, eight or nine offers have been made, and the district has been given the right to inspect the property needed before making a bid. There are 85 landowners in the path of the project.Based on a mass appraisal done in 2003, the water district pledged about $64 million for buying land, and it expects to spend a total of $140 million when adding in the costs of relocating the businesses, doing environmental cleanup and demolishing buildings.

Cowboys fans can chill out after all
By SALLY CLAUNCH ARLINGTON — Workers began installing air-conditioning duct work for the Dallas Cowboys stadium last week. The system will keep the stadium at 78 degrees when it is 100 outside. The equipment can move 1.1 million cubic feet of air per minute, stadium construction manager Jack Hill said.About two-thirds of the stadium’s 50,000-square-foot limestone base is complete, Hill said. Workers are nearly done with half of the skin of the roof, which consists of white PVC sheets.Crews also began installing the fourth main truss that frames the opening of the east end.
