Former environmental officer: TVA violated law
A former U.S. government air quality official says the Tennessee Valley Authority violated federal law by renovating and expanding power plants without installing new air pollution scrubbers.The Asheville Citizen-Times reported Tuesday that Bruce Buckheit testified in federal court that TVA emitted more than 1 million tons of pollutants over 20 years. Buckheit is a former director of air enforcement at the U.S. Environmental Protection Agency.Under cross-examination, Buckheit acknowledged that no court has ever convicted TVA of violating new source pollution rules of the Clean Air Act. He also acknowledged that 70 percent to 80 percent of the entire utility industry was found to be out of compliance with the Clean Air Act, including Duke Energy in North Carolina.The testimony came in a lawsuit against TVA that accuses the utility of illegally allowing emissions to cross into North Carolina.Buckheit said the Clean Air Act amendments approved by Congress in 1977 sought to extend the law to cover older coal-fired plants along with new ones. It required that modern pollution control equipment be installed on old plants when they are significantly expanded or renovated.

BREAKING: Thunderstorms cause power outages, fires
Strong thunderstorms interrupted the sleep of many central Indiana residents.The storms late Monday and early today knocked down some trees and power lines.Duke Energy reported more than 75,000 customers without power since Monday night. The largest number of outages was in Vigo County.

Ohio storms leave damage, outages
The sound of chain saws cutting through downed trees has replaced the thunder and howling wind from a storm that battered southeast Ohio's Perry County.Numerous roads are closed, and Sheriff William Barker has advised motorists to beware of debris. Besides the trees, the high winds early Tuesday also damaged roofs on homes, and woman in Junction City says porches were blown off.After a stormy night throughout the southern half of Ohio, American Electric Power reported that 25,000 customers still had no power as of 10 a.m. Tuesday.Duke Energy said 18,000 customers were out in southwest Ohio and northern Kentucky.For several hours, Cincinnati police handled 911 calls for neighboring Norwood, after its communication system was knocked out.

China Grove storm ... a tornado?
The National Weather Service will send an investigator into southern Rowan County today to determine whether the storm which roared through the area Monday evening was a tornado.No injuries were reported, but there was significant damage near the town of China Grove.The storm struck about 6:45 p.m., after a severe thunderstorm warning had been issued.Rowan County officials said the damage stretched over a path five to eight miles long, but the worst was along Goodnight Road and the U.S. 29 area near China Grove.Grove Supply, which provides building supplies throughout the area, was heavily damaged. Winds blew the roof off a warehouse at the company, and portions of the roof landed about 100 feet away. Portions of walls at the company also were blown in.Meteorologists say severe thunderstorms sometimes can cause similar damage, as their winds can approach or exceed 80 mph.The storm initially knocked out power to about 1,800 Duke Energy customers. By sunrise today, power had been restored to all but about 220 of those customers.
