House OKs $78 million data center
By DAN RING dring@repub.com BOSTON - The state House of Representatives tonight approved $78 million for a state data center in Springfield, after a bitter debate about the project's location in the city. The House voted 150-0 to approve a comprehensive $3 billion bond bill that earmarks the money for the data center and a host of other projects around the state. During debate on the legislation, members voted 113-36 to defeat an effort by two Springfield Democrats to strip language from the bill inserted by Rep. Thomas M. Petrolati, D-Ludlow, that orders the state to build the data center at a disputed site at Springfield Technical Community College. Members voted to uphold Petrolati's selection of the technology park, but provide oversight from the state Inspector General. The bond bill now moves to the Senate. In a rare challenge to Petrolati, one of the most powerful House members, Reps. Sean F. Curran and Angelo J. Puppolo Jr. fought for an amendment that sought to allow Gov. Deval L. Patrick to choose a site in Springfield. Curran told House members it's "a bad deal" to locate the data center at the technology park. "Let's not tie the governor's hands," Curran said. "Let's run the numbers. Let us not site this project from the state House of Representatives." Reps. Cheryl A. Coakley-Rivera and Benjamin Swan, both Springfield Democrats, sided with Petrolati and advocated for the site in the technology park. Coakley-Rivera said the community college is located in her district and Swan's district and the technology park is best suited to host the data center. She said the building in the technology park is highly secure, has plenty of room for expansion and the best fiber optics. The state center of electronic records would provide back up for a main technology center in Chelsea and would create about 50 jobs. Curran and Puppolo want to build the data center at the old Technical High School on Elliot Street, calling it "an essential element" in a revitalization of the State Street corridor in Springfield. Patrick is attempting to stay out of the fight. His spokeswoman said he wants to build the data center in Western Massachusetts. Petrolati, the speaker pro tempore, authored a provision in a bill that orders the state to build the center inside Building 104 at Springfield Technical Community College's technology park, a location rejected in a 2006 report by the administration of former Gov. W. Mitt Romney because of security and space problems. The Romney administration wanted to build the data center at the old high school. In a floor speech, Petrolati said Romney's report was unfair and incomplete. "The site they picked is a former high school, a high school that has been condemned for the past 20 years," Petrolati said. The technology park, created about a decade ago by a vote of legislators, meets all the needs of the proposed data center, Petrolati said. After the vote, Puppolo said he was pleased with the vote. He said it was difficult to buck top House leadership on an issue. He said an open debate was achieved. U.S. Rep. Richard E. Neal, D-Springfield, who supports the Technical High School site for the data center, said through a spokesman that he expects Patrick to play a significant role in the final decision on the location of the project.
