There is a simple rule of political life, all life indeed. It is that you can ask anything of someone who wants to join your club so long as they're still trying to gain entry. Once they've joined you lose all leverage short of the nuclear option of immediate expulsion. The European Commission is not going to do that with Bulgaria or Romania. But they're going to be in real difficulties forcing any change of behaviour merely by withholding grants.

EU freezes funds for Bulgaria on corruption, organized crime
NEW YORK (MarketWatch) -- The European Commission suspended about 500 million euros in funding to Bulgaria on Wednesday, saying that the Balkan nation has failed to do enough to fight high-level corruption and organized crime. In reports released Wednesday, the Commission, which is the executive branch of the European Union, also criticized Romania's progress on implementing judicial reform and fighting corruption. Romania and Bulgaria joined the EU in January 2007. Bulgaria, like other member states, is eligible for significant financial support from the EU, but now the Commission has decided to suspend big amounts of aid until Bulgaria reforms its financial management and administrative capacity. "These reports are a reality check -- they show that both the Bulgarian and Romanian governments need to step up their efforts on judicial reform, corruption and in the case of Bulgaria organised crime," said José Manuel Barroso, president of the European Commission, in a statement. "The Commission has also sent a strong signal today that EU funds must be managed properly." In Bulgaria's capital Sofia, the SOFIX benchmark stock index tumbled 4.4% on Wednesday.
