U of L reviewing controls on grants
The University of Louisville is deciding whether it needs to stiffen its oversight of grant money in the wake of a federal investigation.U of L President James Ramsey told The Courier-Journal a grant overseen by former education dean Robert Felner was unusual because the project manager was the dean, who was also in charge of employees involved in its administration.Federal authorities are looking into whether Felner mishandled the $694,000 grant.The money was intended to help local school districts improve student test scores on No Child Left Behind exams.State and local education officials said they never heard about the grant and were unfamiliar with the center that was supposed to be created with the funds.

Prison warden to step down after 30 years
After 30 years on the job, the warden of the Kentucky State Reformatory in LaGrange will be setting himself free.Larry Chandler has been warden at the medium security facility since 1996, but when he got started in corrections in 1978, and the metal doors clanged shut behind him, "I thought, 'What have I gotten myself into?'" he said.But he's glad he stuck around.Chandler, who lives in LaGrange, worked his way up through the system and has loved the job, but in August, he'll step down from the position.But he's not done with the industry. He plans to keep busy teaching classes relating to the justice system at the University of Louisville.

LOUISVILLE, Ky. (AP) - Surgeons at Louisville's Jewish Hospital say they've successfully completed the nation's fourth hand transplant.The 14-hour procedure started at 2 a.m. Saturday and involved a six-member surgical team along with 12 assisting fellows. The recipient, 32-year-old Dave Robert Armstrong from Upland, Calif., is listed in stable condition.The Keinert, Kutz and Associates Hand Care Center along with the University of Louisville developed the procedure and completed the first hand transplant in 1999. All four hand transplants have been performed at Jewish.According to the hospital, a hand transplant is unlike a solid organ transplant because it involves multiple tissues such as skin, muscle, tendon and bone.---

Louisville U of L grant is a focus of federal inquiry A federal investigation into whether federal funds were mishandled includes a grant managed by former University of Louisville education dean Robert Felner. The Courier-Journal in Louisville reported Friday that documents it obtained under an open-records request showed the $694,000 grant's purpose was to fund a project between the state education department and local school districts to help schools meet federal testing goals. But former Kentucky Education Secretary Virginia Fox told the newspaper she had never heard of an advisory committee that was supposed to help with the project, even though documents list her as the chairwoman. Jefferson County schools' accountability director Robert Rodesky said he met regularly with Felner, but never talked about such a project and said he didn't know what it was.
