I agree with former state school Superintendent Tom Watkins -- up to a point ("Michigan requires reforms," July 17). But what might work in business won't necessarily work in government. Instead of wholesale change, which is not practical, concentrate on two or three major changes. Consolidating school districts and municipalities is a good idea. I also suggest freezing the wages of all school district and municipal government employees and administrators for five years.
