Re the 2 drownings from the rented pontoon boat. I belong to the marina in question and was partially involved. Due to high wind and rain, and the condition of the boat, I could not get close enough to them. However the real fault lies with the rental company. They will rent to anyone with a credit card and give these uneducated boaters minimal instructions and directions for the almighty $$$. There are extenuating circumstances in play as well. I know that alcohol was involved, plus what were these people doing out at 11pm anyways. The rental company should stop renting during such dangerous low water conditions, especially to inexperienced boaters.
